摘要
义务教育学校标准化建设成为一个重要政策议题,其核心问题是义务教育学校标准的制定。义务教育学校标准是包括办学条件、办学过程和办学质量的体系,根据其发挥效力的范围可以分为国家标准和地方标准;根据其效力层次可以分为强制性标准和推荐性标准。义务教育学校标准制定的目标是划定底线、规范发展,而并非仅仅是为促进义务教育均衡发展。义务教育学校标准的制定应注重国际视野和本土历史经验的结合,注重自上而下与自下而上路径的结合,同时鼓励多元主体的参与,还需要相关配套政策的协同作用。义务教育学校标准制定是一个系统的、动态的过程,标准需要在实践中得到执行、监测和评估后与时俱进地进行调整。
Standardization of compulsory education schools has become an important policy issue, whose core is formulation of standards. As a system including conditions, processes and quality of school running, standards of compulsory education schools could be categorized into national and provincial standards according to scope of effectiveness, and be classified into mandatory and recommended standards based on the degree of effectiveness. The goal of standards setting of compulsory education schools is to set the bottom line and promote orderly development of schools, but not simply to propel balanced development of compulsory education.With the collaboration of relative supporting policies, standards enactment of compulsory schools should emphasize integration of global view and historical view, top-down and bottom-up approaches and encourage multi-participation. The establishment of compulsory education school standards is a systematic and dynamic process, during which standards need to be timely adjusted in practice after its implementation, monitor and evaluation.
