以“系统”思路解决学前教育质量的保障与提升问题 被引量:16

A Systematic Approach to Preschool Education Quality Assurance and Improvement

摘要 在"入园难""入园贵"得到初步缓解的背景下,多数地区宜及时将政策目标转向"确保基本质量均衡",以避免单纯迅速扩张学前教育机构数量可能带来的后遗症,付出更多的政策成本。由于质量保障与提升需要多方责任者协调一致、持之以恒的努力,解决学前教育质量问题需要采取"系统"的思路。质量保障与推进系统的建构,需要在研究与监测的基础上,围绕符合实际的质量目标,使多个要素相互沟通与衔接。 In order to cope with the issues of quantity and quality at the same time using limited sources, we should construct a system in which several elements coordinate each other around quality objectives. A systematic approach to quality assurance and improvement is practical in our background, which could result in sustained efforts to address quality issues.
