摘要
[目的]描述我国医师多点执业政策的实施现状,总结其实施中的问题及应对策略。[方法]采用系统综述法,共纳入文献27篇,其中调查研究18篇,现状研究9篇。[结果]医师多点执业政策实施以来,各地进行程度有所不同,但总体参与人数较少。存在的主要问题包括第一执业地点的不鼓励、医师不积极、医院人事制度限制等。[结论]现阶段医师多点执业总体推进缓慢,政府应完善医师多点执业相关政策细则,营造良好的执业法律氛围,深化人事薪酬制度改革,加强医疗质量评估,建立医疗责任分担机制,强化卫生行政部门监管责任。
Objective To describe the status of doctor＇s multi - site practice policy implementation, and summarize the problem and coping strat- egy in its implementation. Methods Systematic review was used in the analysis. Total 27 articles （ 18 surveys, 9 current researches） were in- cluded. Results Since the implementation of multi - site practice policy, it was different in proceed degree from place to place. But overall number of participants was less. Main problems were that the first practice site did not encouraged, doctors did not active, hospitals＇ personnel system restrictions. Conclusions Overall advance of multi - site practice is slow at this stage. Government should improve detailed rules and reg- ulations of doctors＇ multi - practice policy, create a good legal atmosphere, deepen reform of personnel compensation system, strengthen medi- cal quality assessment, establish a medical responsibility sharing mechanism, and regulatory responsibility of health administrative department.
