摘要
构建我国科技创新政策实施效果评价指标体系,基于层次分析法和因子分析法相结合的综合赋权法对2008—2015年我国各省(直辖市、自治区)的科技创新政策实施后的绩效进行测度,并对2015年数据进行聚类分析。结果表明,由于我国各省区在发展基础、要素投入、发展思路三方面存在很大差异,导致科技创新政策实施后的绩效差距显著,东部优于中部,中部优于西部。通过发展基础、要素投入、发展思路三方面分析其原因,各省域应充分发挥自身优势,根据实际情况来提升科技创新能力。
This paper builds an evaluation index system of the effect of science and technology innovation policy, and uses the combination of analytic hierarchy process and factor analysis method to measure the effect of science and technology innovation policy in China＇s each provinces（municipalities and autonomous regions） from 2008 to 2015. Using the clustering analysis to analyze the data in 2015.The results show that due to the difference of development foundation, factors input and development thought, there are significant differences between China＇s provinces in the effect of science and technology innovation policy. Eastern is superior to the central, central is better than that of the west. Through the development foundation and factors input and development thought to analyze its reason, the provinces should give full play to their own advantages, to promote scientific and technological innovation ability according to actual situation.
