摘要
延安时期党内法规制度建设不仅源于对中央苏区党内法规制度建设的延续,而且也源于中共局部执政地位的巩固以及根据地艰苦环境的需要。基于历史考察和文本梳理,认为延安时期党内法规制度建设主要体现在注重党员的学习与教育、党的组织建设、党对群众领导的工作方法、党员廉洁清正等方面。其历史经验在于:重视领导干部这个"关键少数"在遵守党内法规上的模范作用;反映出党内法规作为无产阶级政党的行为准则的专有性;针对党内突出问题助推党内法规制度建设;以党内法规建设为实现党内政治生活正常化提供制度保障;以党内法规和成文法律确保从严治党的落实。
During the Yan＇an period,the system construction of the Party laws and regulations was not only the continuation of the period in Central Soviet Region,but also the need for the consolidation of local ruling status and the hardships of the base areas. Based on historical investigation and text carding,this paper argues that the system construction of the Party laws and regulations during the Yan＇ an period is mainly embodied in the aspects of the study and education of party members,the building of party organization,the working methods of masses,and the honest of the party members. What the historical experience is： Attention to the leading cadres of the ＂ key few＂ in the compliance with the exemplary role of the party; Reflecting the Party＇s laws and regulations as the proletarian Party＇s proprietary; Promote the systemconstruction of Party laws and regulations for outstanding problems in the Party; Constructing system guarantee for realizing the normalization of political life in the Party by the construction of party laws and regulations; To ensure the strict implementation of the Party by the laws and regulations of the Party.
