摘要
从严格的时间线性维度、政党使命维度和法治建设维度等方面,可将党内法规历史演进划分为产生、发展和完善三个阶段。产生阶段的党内法规以党的组织建设为重点,以革命任务的完成为使命,在加强党的自身建设过程中发挥着重要保障作用。发展阶段的党内法规强调党的领导地位与党员干部的管理,规范性、稳定性与独立性的提升是其作用凸显的主要原因。完善阶段的党内法规内容丰富且体系化特征明显,加强顶层设计、保证党规与国法的协调衔接是党治国理政新模式形成的核心动力。目前,党内法规研究存在内容宏观化、研究对象片面化和研究方法单一化等问题,应秉持纠正纠偏的态度和鲜明的问题意识,立足本土化解释语境,为我国党内法规的发展完善提供智识支撑。
The historical evolution of inner-party laws and regulations can be divided into three stages of generation,development and improvement from the perspectives of strict time linear,the mission of the party and the construction of the rule of law.In the stage of generation,the inner-party laws and regulations focus on the Party’s organizational construction,take the completion of revolutionary tasks as the mission,and play an important role in strengthening the the self-improvement of the Communist Party of China.In the stage of development,the inner-party laws and regulations emphasize the Party’s leading position and the management of Party members and cadres.And the improvement of standardization,stability and independence are the main reasons for the prominent role.In the stage of improvement,the content of the inner-party laws and regulations is rich and systematic.Strengthening the top-level design and ensuring the coordination between the Party rules and the state laws are the core driving force for the formation of the new model of Party governance.At present,there are some problems in the study of inner-party laws and regulations,such as the macroscopic research contents,lopsided research objects and uniformed research methods.Therefore,we should uphold the attitude of rectifying deviation,bear distinct problem consciousness,and provide intellectual support for the development and improvement of inner-party laws and regulations based on the context of local interpretation.
