政民互动、公共价值与政府绩效改进——基于北上广政务微博的实证分析被引量：59

Government-Civilian Interaction, Public Values and Government Performance Improvement——An Empirical Study of Government Micro Blogs of Beijing, Shanghai and Guangdong

摘要政府绩效评估的核心目的是改进绩效。以公共价值为基础的政府绩效治理理论认为,公共价值是判定政府绩效是否达成的依据,也是政府绩效改进的逻辑起点。网络公共领域是政民互动的场所,也是网络时代公共价值偏好表达的现实场域,考察网络公共领域政府与公民的互动内容是识别公共价值,进而改进政府绩效的有效切入口。本文认为,公共价值是公民价值偏好和政府建构价值的交集。以北、上、广三个省级政务微博2015年36条热点微博中的540条热门评论内容为研究对象,本文运用内容分析法对公民评论所表达的价值偏好内容进行了编码,对编码结果进行了一致性分析;在此基础上,描述了公民价值偏好的分布和结构,并研究了网络公共领域的公共价值共识程度。研究结果显示,公民价值偏好具有明显的区位差异,且整体上呈离散分布,政府建构价值与公民价值偏好之间很难达成一致。基于上述研究结果,本文构建了基于公共价值的政府绩效改进模型,包括识别公民价值偏好、确定公共价值一致性和发展公共价值管理策略等部分。 The core aim of performance evaluation is to improve performance.The Public Value based on Government Performance Governance Theory proposed that public values is the basis of determining and improving government performance.The internet public sphere is the place of enabling interaction between government and citizens as well as expressing public values preference,probing into the contents of government-civilian interaction is an effective breaking through point of measuring public values and improving performance accordingly.This article states that public values are the intersection of citizen values preferences and government constructed values.Taking 540 comments of 36 hot micro blogs of Beijing Fabu,Shanghai Fabu and Guangdong Fabu as research objectives,this paper codes the preferences data expressed by the comments using content analysis methods,analyzed the content consensus of the coding results,and describes the distribution and structure of public values preferences as well as the consensus of public values in the internet public sphere.The research results show that citizen values preferences have distinct location differences and diversely distributed as a whole,in the meanwhile,the consensus of public values between government and citizens is hard to achieve.Based on the research results above,this paper proposed a public values based on government performance improvement model including recognize citizen values preferences,confirm public values consensus,and develop public values management strategy.
