摘要
面对公共危机事件带来的挑战,数字化转型越来越成为地方政府突破治理困境、统筹发展与安全的必要手段。以新冠疫情为例,基于264个地级市数据的实证检验表明:公共危机事件对政府数字化转型而言危中有机,危机情境对数字化治理的迫切需求显著影响了地方政府数字化转型进程;公共危机事件对政府数字化转型的影响存在空间差异,表现为“东强西弱”的不均衡区位特征;技术、组织、环境层面的被考察变量均正向调节了危机对政府数字化转型的影响,这三个层面条件越好的地区,越能抵御危机带来的冲击,实现转危为机。文章探究了特定公共危机事件对地方政府数字化转型的影响及空间差异,识别出其中的关键调节因素,能够为反思乌卡时代的政府数字化转型提供学术解读。
Faced with the challenges brought by public crisis,digital transformation has increasingly become a necessary means for local governments to break through the governance dilemma and turn the corner.Taking COVID-19 as an example,empirical testing based on data from 264 prefecture-level cities showed that public crisis is a mixture of bad and good to the digital transformation of local governments,the urgent need for digital governance in crisis significantly affected the process of digital transformation of local governments.There were spatial differences in the impact of public crisis on government digital transformation,which was characterized by the unbalanced location characteristics of“strong in the east and weak in the west”.The evaluated variables at the technological,organizational,and environmental levels all positively moderated the impact of this crisis on government digital transformation.Better conditions at these three levels enabled regions to endure the effects of this crisis and transition from crisis to opportunity.This paper explored the impact and spatial difference of the public crisis on government digital transformation,identifing the key moderating factors,and providing an academic interpretation for reflecting on the government digital transformation in the Uka era.
