摘要
为了确保在数字档案馆项目内更加系统地实施风险管理,有必要为数字档案馆项目构建风险管理的框架。文章对数字档案馆项目风险的成因以及风险管理的动因进行了分析,并探讨了将风险管理引入到数字档案馆项目面临的双重困境,即相关的理论探讨还缺乏整体性,相关实践应用也处于刚刚起步的阶段。文章在借鉴国内相关风险管理框架典范的基础上,运用了"理论基础——管理应用——保障体系"的逻辑思路,提出了一个由基础层、核心层和保障层共同构成的数字档案馆项目风险管理的整体框架,以达到为数字档案馆项目风险管理提供指南和将风险管理整合到数字档案馆项目的整体管理以及档案馆组织文化之中的目的。
In order to ensure that implementing the risk management will be more systematic in the digital archives project, it is necessary to construct a framework of the risk management for the project. The causes of risk formation and the motivation of risk management have been analyzed in this article, and double dilemma that leading risk management into digital archives projects have been discussed. Relevant theoretical discussion is still lack of integrity, and relevant practical application is still in its in- fancy. This article on the basis of relevant risk management framework of the domestic model, using the logic thinking of ＂Theoretical Basis Management Application Guarantee System＂, put forward the overall framework of risk management constituting by base layer, core layer and guarantee layer, to provide guidelines for the risk management and to integrate risk management into entire management and organiza- tion culture.
