摘要
高校管理权力下移的改革目标是建立"以院建校"的新管理体制,其逻辑本质是促进高校整体的合作和管理能力的整体优化。在改革实践中,这种新管理体制会增大院系的自主决策权和资源配置权,因此,院系的决策能力和财务管理能力成为高校管理权力下移实践过程中需要关注的两个重要问题。立足于改革的逻辑本质,促进高校学术共同体中学者和管理者之间的信任,建构校院合作管理模式是应对问题的基本思路。
The target of university administrative right innovation is to establish a new administra- tive system with the schools as the center, and the logic behind the innovation is the optimization of cooperation and administration within a university. In practice, this new system allows the schools and departments to have more rights to make decisions and allocate resources, therefore, the decision making capability and financial management ability become two key problems in the downflow of ad- ministrative rights. To solve the problems, the professors and administrators must trust each other, and the university and the schools and departments must cooperate with each other.
