摘要
人才与科技是现代农业发展的重要支撑要素。随着辽宁农业发展已经进入由生产主导型传统农业向技术主导型现代农业转变的新阶段,对农业人才和科技支撑提出了更高的要求。基于此,在深入分析当前辽宁省农业人才与科技发展现状及其存在突出问题的基础上,以推进农业供给侧结构性改革和促进现代农业发展需求为导向,明确了"十三五"时期辽宁省农业人才与科技发展战略。研究表明,农业人才发展的战略重点在于突出培养重点领域创新人才、着重培养科技推广人才、全面培养农村实用人才等方面,而农业科技发展的战略重点则在于加强行业重点领域研发、加快共性与关键技术攻关、实施重大研究项目、促进农业科技成果转化等方面。因此,提出加强人才培养,逐步完善激励政策;建立健全科技创新体系,加快科技创新平台建设;加强农业信息平台建设,不断创新推广服务机制等战略性政策建议。
Talents and science-technology are important The development of Liaoning＇s agriculture has come to supporting factors for the development of modem agriculture. a new stage in which agriculture has begun to develop from traditional production-led agriculture towards modern technology-led agriculture, pushing the demands for the agricultural talents and science and technology more higher. Based on the deep analysis of the current situation and existing problems of Liaoning＇s agricultural talents and science-technology, this paper seeks to develop a strategy for the modem agricultural development in Liaoning Province to promote the structural reform from agricultural supply-side during the 13th five-year development. Results show that strategic focuses on the development of agricultural talents are to cultivate innovative talents for key areas, to train more talents for extension service, to educate more talents with practice expertise for rural areas. While strategic focuses on the development of agricultural science and technology are to strengthen the key areas of development, to accelerate the common and key technology research and implementation of major research projects, to promote the transformation of agricultural science and technology to real productivity. In addition, this paper provides the following suggestions： to strengthen talent training, to improve the incentive policy, to establish and improve the science and technology innovation system, to accelerate the construction of science and technology innovation platform, to enhance the construction of agricultural information platform, and to promote innovation and service mechanism.
