摘要
【目的】系统分析广西农业科技发展面临的挑战,研究提出广西"十三五"农业科技发展路径,为制定广西"十三五"农业发展规划提供决策参考。【方法】在总结广西"十二五"农业科技发展取得成效、经验做法、存在问题的基础上,通过系统分析广西农业科技发展面临的挑战,提出广西"十三五"农业科技发展路径。【结果】广西"十二五"农业科技发展在农业科技创新服务平台建设、科技创新支撑现代农业产业发展、重大农业科技专项实施、科技兴县(市)和基层科技能力建设、农业科技成果转化、农村科技服务体系建设、科技创新环境优化等方面取得新进展、新成效。但仍存在农业科技创新体制机制不完善、农业科技创新能力不足、农业科技成果转化率偏低、农业科技投入保持增长不足、农业科技创新服务发展滞后、高层次农业科技创新人才缺乏、农村的经营机制面临来自工业化和城镇化的挑战等问题。【建议】应建立健全新型农业科技创新体系、建立农业机械化技术体系和现代育种创新体系、加快培育新型农业经营主体、完善农业产业技术体系、强化农业科技创新、实施一批重大农业科技专项、加强基层科技能力建设和体制机制创新、加强农业科技国内外合作与交流,以促进"十三五"广西农业科技持续发展。
[Objective]The challenges of agricultural science and technology development in Guangxi were systematically analyzed and a corresponding development path was proposed to provide references for relevant departments to make decisions on agricultural science and technology development during the 13th Five Year Plan in Guangxi.[Method]Based on the summarization of achievements,experiences,existing problems and challenges of agricultural science and technology development during the 12th Five Year Plan in Guangxi,the development path for agricultural science and technology during the 13th Five Year Plan in Guangxi was put forward.[Result]The achievements of agricultural science and technology development during the 12th Five Year Plan in Guangxi showed in the following aspects,which were construction of agricultural science and technology innovation service platform,promotion of the development of modern agricultural industry,implementation of major special projects of agricultural science and technology,ability construction of grass-roots agricultural science and technology,achievement transformation of agricultural science and technology,establishment of rural science and technology service system,optimization of science and technology innovation environment.However,some problems still existed,including imperfect mechanism of agricultural science and technology innovation,poor agricultural science and technology innovation ability,low transformation rate of agricultural science and technology achievements,lack of sustainable growth in agricultural science and technology investment,lag in agricultural science and technology innovation service development,shortage of high-level agricultural science and technology innovation talents and the challenges of industrialization and urbanization for rural management mechanism.[Suggestion]A new type of agricultural science and technology innovation system,technology system of agricultural mechanization and modern breeding innovation system should be established in order to promote the sustainable development of agricultural science and technology during the 13th Five Year Plan in Guangxi.Furthermore,the suggestions included breeding of a new type of agricultural management body,improvement of agricultural industry technology system,reinforcement of agricultural science and technology innovation,implementation of major special projects of agricultural science and technology,enhancement of grass-roots science and technology ability construction and mechanism innovation,and improvement of agricultural science and technology cooperation and communication at home and abroad.
