ANALYSIS AND DESIGN OF THE EVALUATION FRAMEWORK FOR INDUSTRIAL CLUSTER COMPETITIVENESS

摘要对产业集群竞争力进行科学、全面的测评,不仅有助于产业集群更好更快地发展,而且对于提升企业竞争力、区域竞争力和国家竞争力也起着重要作用。在“从影响主体确定到系统结构分解”的竞争力评价体系设计方法论原理指导下,对产业集群竞争力评价体系进行系统分析与设计,构建了一套涵盖12个因素、46个子因素和97项显性观测指标的五层测评体系。对指标权重、集群边界、数据收集和处理方法等的分析表明,该评价指标体系在实践中的应用操作是方便、可行的。 To evaluate the competitiveness of industry duster scientifically and completely is not only beneficial to the industry to develop sound- ly, but also important to the promotion of competitiveness of the enterprises, the region and the whole nation. According to the general property of competitiveness assessment, a methodology principle, named as ＂from the influencing subjects to the decomposition of the system structure＂, is put forward to guide the designation of competitiveness index system. ＇iI＇fis index system includes a set of indicators covering 12 predominant factors, 46 sub - factors and 97 measurable items. To analyze the index weights, the definition of cluster scale, collecting data and the related methods shows that this index system has an advantageous and feasible application.
