摘要
国家负有保障公民社会保险权实现的责任与义务,以更好地实现公民社会权利,促进社会稳定与和谐发展。作为我国社会保险制度的基本法,《社会保险法》第一次真正意义上以立法方式对社会保险制度进行了规范,并对其作出了系统性安排和原则规定,明确了基本的社会保险关系,实现了法律规范价值与政策宏观目标的有效结合。
As a contract between the country and the individual, the country bears the responsibility and obligation to ensure the realization of the citizeng social insurance rights in order to better realize the social rights of citizens and promote the stability and harmonious development of society. As the basic law of the social insurance system of our country,＂ So- cial Insurance Law＂, for the first time on real significance, standardizes social insurance sys- tem by way of legislation with systematic arrangement and standard principles. The basic so- cial insurance relation is cleared, which realize the effective union of the value of legal norms and micro objectives of policy.
