全球价值链下低碳技术突破性创新风险管理研究——以中国制造业为例 被引量:17

A Study on Risk Management of Radical Innovation in Low-carbon Technologies in the Global Value Chain:A Case of the Chinese Manufacturing Industry

摘要 加强经济全球化背景下的制造业低碳突破性创新风险管理对提高我国能源安全、降低我国环境污染和尽早跨入"制造强国"具有重要意义。本文基于全球价值链的三个关键环节和低碳技术突破性创新过程中三个重要阶段,从全球低碳创意研发风险、全球低碳生产制造风险和全球低碳营销服务风险三个方面揭示全球化背景下的低碳突破性创新风险,利用基于霍尔三维结构的风险清单描述了不同层次风险之间的逻辑关系。然后,基于识别结果,构建了风险评价指标体系,运用层次分析法和基于属性识别理论的定性定量相结合的综合评价方法,对全球价值链下中国制造业低碳技术突破性创新风险进行评价。研究结果表明,全球低碳创意研发风险属于高等级风险、全球低碳生产制造风险属于较低等级风险、全球营销服务风险属于较高等级风险,全球价值链下中国制造业低碳技术突破性创新综合风险为高等级风险。在此基础上,提出风险应对的四种方式、风险应对方式选择模型及其应对策略。 Strengthening risk management of manufacturing low carbon radical innovation under the background of economic globalization to increase our energy security and reducing environmental pollution in our country and entering "manufacturing power" as early as possible are of great significance. Based on the three key links of global value chain (GVC) and low-carhon technology radical innovation in the process of three important stages, This paper analyzes the risk of low-carbon radical technological innovation under the GVC from three perspectives --creative research and development risk, manufacturing risk , marketing service risk and based on the risk of hall three dimensions structure list describes the logical relationship between different levels of risk. Subsequently, risk evaluation index system is constructed based on the identification results , using the Analytic Hierarchy Process (AHP) and a comprehensive, qualitative and quantitative combination evaluation method based on the attribute recognition theory, this paper evaluates the risk of low-carbon radical technological innovation under the GVC in the Chinese manufacturing industry. The results demonstrate that the global low-carbon creative research and development risk is highest, manufacturing risk is lower, the global marketing service risk is higher, and under the GVC manufacturing in China low carbon technology radical innovation comprehensive risk is highest. In accordance with these results, this paper puts forward a decision making process of risk response four modes, choice of risk coping styles of the model, and the corresponding risk response strategies for Chinese manufacturers.
