摘要
教育均衡发展是教育理论和实践长期关注的问题。从资源流动角度入手,借用罗尔斯的"良序"理论,探讨利益冲突平衡规则下教育资源的秩序性和阶段性——"良序"的建立是促进整个教育均衡发展的新的可探索之路。"良序"的建立,既是学区化办学的核心和目的,也是走出教师交流困境的重要出口。体现在学区化办学中的"良序"内涵,工具层面上,需要管理思维由碎片化到整体管理的深层转变;价值层面上,则催生人的自主性的回归。构建公正有序的学区秩序、使教师交流成为教师专业发展的契机、以学区为起点扩展"良序"和教师交流的辐射范围则成为教师交流与学区化办学政策互构生成的方式和途径。
Balanced development of education has been focus for both theoretic and practical discussions in the society. This paper first adopts the perspective of resource flow and utilizes the "good- order" theory of Rowels in discussing the order and stages of educational resource flow under the rule of conflict and balance. This paper argues that the establishment of a good order promotes the balanced and just distribution of educational resources. It is also a prerequisite, and a target, to districted schooling, and provides a route for teacher exchange. Good order first of all required that management should shift from the present fragmented situation to a holistie one, and, secondly, calls for a return to independence and mobility for the faculty. Teacher exchange, which should first start in the school district and extend beyond it, will benefit professional development of the faculty and further promote the establishment of a good order in education.
