摘要
针对我国"看病难""看病贵"的现状,我国开始在医疗改革中推行"双向诊疗"的方式,希望通过公立医院与社区医院各尽其责、上下联动的方式来缓和医患矛盾,促进医疗资源的合理配置。但是,这一政策在实施过程中面临着医保体系还未完善、转诊过程容易变成"单向转诊"、社区基础医疗发展难等问题。因此,本文建议通过加强"双向转诊"制度落实与考评、增强综合医院"双向转诊"意识、提高社区医疗机接诊能力、转变患者就诊习惯、建立免费转诊机制等措施,使得这一政策能够落到实处,切实地帮助人们解决现有的医疗资源问题。
Aiming at the current status of difficult and expensive medical treatment, our country begin to carry out the pattern of two-way referral in health care reform, hoping to ease the doctor-patient contradictions through the way of public hospitals and community hospitals doing their duties and taking vertical linkage, so as to promote the rational allocation of medical resources. But this policy faces the problems of imperfect medical-care system, turning into oneway referral during referral process, difficult development of community basic medical services, and so on. Thus, this paper suggests to take the measures of enhancing the implementation and evaluation of two-way referral system,strengthening the awareness of two-way referral of public hospitals, improving the ability of clinical reception of community basic medical services, changing the visiting habits of patients, establishing free referral mechanism, and so on,so as to make the policy to be implemented, and help people to solve the existing medical resources actually.
