摘要
首先,通过运用Malmquist指数对上海市2009—2014数据进行纵向分析,测算出上海市创新能力和三大主体创新效率的变化趋势;然后基于BC2模型从横向的角度将上海市的技术创新能力与全国29个省市进行比较分析,系统地反映上海市的技术创新能力在全国的状况。研究结果表明,上海市近年来技术创新能力持续提高;工业企业是其创新的主力军;推动全要素生产率增长的主要原因在于技术进步而非技术效率。最后,针对结论提出增强上海市技术创新能力的对策建议。
By using the Malmquist index to vertically analyze the data from 2009 to 2014 in Shanghai, this paper estimates the innovation capability of Shanghai and the change trend of three main innovation efficiency, analyzes the technology inno- vation capability of Shanghai horizontally by comparing with 29 provinces and cities across the country based on the BC2 model, and systematically reflects the technological innovative capability of Shanghai in the nationwide. The results show that the technological innovative capability of Shanghai has continued to improve in recent years ; industrial enterprise is the main force of innovation ; the main cause of TFP growth is technological progress rather than the technical efficiency. Final- ly, we put forward the measures to enhance the capacity of technological innovative capability in Shanghai according to the conclusion.
