摘要
本文运用基于DEA的非参数Malmquist生产率指数法,测算并分解了1978—2008年黑龙江省全要素生产率,并运用规模收益可变的BC2模型测算出其全要素能源效率。研究表明:黑龙江省全要素能源效率水平偏低,平均值仅为0.1909,但呈迅速上升的态势;全要素生产率呈恶化的态势,通过对Malmquist指数分解,可看出这种恶化主要是因为其技术效率出现退化。基于这些结论,本文从降低能源消耗和利用可再生能源两个方面提出了提升黑龙江省能源效率的建议。
Using the DEA-based non-parametric Malmquist productivity index method,this paper calculates and decomposes total factor productivity of Heilongjiang during 1978-2008,and then calculates the total factor energy efficiency by BC2 model based on variable returns to scale. The main conclusions are as follows:the level of total factor energy efficiency is low,and the average value is 0.1909,but it presents a rapidly rising trend;the total factor productivity takes on a decreasing trend,and the main reason is that technical efficiency gets worse by decomposing the Malmquist index. According to these conclusions,it gives some policy recommendations on improving energy efficiency from aspects of decreasing energy consumption and utilizing renewable energy resources.
