摘要
运用系统动力学方法探讨了政府补贴和回收竞争对废旧家电处理商回收效益的影响。借鉴系统动力学原理,考虑回收处理过程中回收价格、政府拆解补贴等因素的随机性与交互动态性,构建了废旧家电回收模型。运用Vensim PLE软件进行模型仿真、预测分析和关键参数的变动分析。研究结果表明:在短期,居民对提高回收价格更为敏感;但从长期来看,居民对提高政府投入的环保宣传费用和正规回收经营者投入的平均服务费用更为敏感。政府拆解补贴在初始较长一段时期能有效刺激回收速率的增长,扶持正规回收经营企业的发展,但随着时间的推移,拆解补贴对回收速率的刺激作用将不断减弱。
This paper uses system dynamics method to explore the influence of the government subsidies and recycling competition on processors of waste household appliances recycling efficiency.Based on system dynamics,this paper considers the randomness and interactive dynamics of recovery rate and price in the recycling process to build the waste household appliance recycling model.Vensim PLE software is used to do analysis on the simulation forecast and key parameters of the changes.The results show that in the short term,residents are more sensitive to improing the recovery price;But in the long run,the improvement of the government investment in environmental protection and regular business put in the average service expenses are more sensitive.In a relatively long period,subsidies in the initial period can effectively stimulate the recycling rate of growth,and support the development of formal recycling enterprises,but in the long run,scrapping subsidies stimulation on the recovery rate will be declining.
