摘要
构建世界一流学科的目标旨在能够形成为国家战略服务的大科学、大成果研究模式,放眼全球,美国国家实验室在二战后迅速发展,成就了一批世界一流学科,其管理经验值得借鉴。美国国家实验室管理经验主要体现在三个方面:一是采用绩效合同管理方式,明确政府与科研组织之间的关系以及双方的权力与义务;二是政府通过多元主体参与、以事实与数据为基础的评估对科研组织的科学研究情况进行监管;三是建立灵活的人才管理与激励机制,构建多类型、多层次的人才结构,集聚世界一流学者。这些经验为我国解决建设世界一流学科过程中存在的重复建设、政府与科研组织之间权责不清、内部运营效率低下等问题提供了有益的借鉴。
The aim to construct world-class discipline is to build big-science research mode. Look around the world, we could find that American national laboratories have grown up quickly and constructed some worldclass disciplines since the World War Ⅱ. There are three management experiences about American national laboratories deserve studying. Firstly, using performance contract management to clear respective right and responsibility of government and contractor. Secondly, the government should supervise the institute performance through multi-subject participating and data-based evaluation. Lastly, constructing flexible human resource management system to attract world-class scientists. These experiences provide valuable suggestions to solve problems existing in the process to build world-class disciplines in China.
