摘要
"一带一路"倡议正在转变为新时期中国的一项重要对外战略,具有深远的地缘政治影响,将对周边地缘起到重塑作用。从地缘战略视角来看,"一带一路"战略将有利于拓展周边地缘环境,融合周边地缘政治、安全和经济要素,拉近地缘情感,加强周边地缘联系,释放地缘经济能量,起到重塑周边地缘的积极效果。不过,与此同时,"一带一路"战略将有可能加剧大国在中国周边地区的地缘竞争,增加沿线国家的地缘风险传导,引发疆独和藏独分裂势力的内外联动。为了更加有效地实施"一带一路"战略,促进周边地缘环境的优化,我们在地缘要素方面的运筹应以地缘经济为主导,兼顾其他地缘效应;以规则合作为原则,减少地缘风险;以整体视角为指导,实现多重地缘统筹。
The Belt and Road Initiatives is transformed into a strategy,an important strategy pursued by China for diplomacy in the new era. They have far-reaching geopolitical implications and will play a role in reshaping the peripheral geopolitics.From a geostrategic point of view,the strategy of the Belt and Road Initiatives will help China to expand the geo-environment,integrate the geo-political,security and economic factors,gain the geo-affection,strengthen the geo-relations,and release the geo-economic energy,playing a positive role in reshaping the geopolitics in the periphery. However,the strategy of the Belt and Road Initiatives will likely intensify the geopolitical competition among great powers in China's periphery,increase the spreading of geo-risks among the countries along the lines,and trigger a linked movement of the internal and external forces of Tibetan separatists and East Turkistan separatists at the same time. In order to implement the strategy of the Belt and Road Initiatives more effectively and promote an optimization of the peripheral geo-environment,we should let the geo-economy to be dominated in terms of the operation of geo-factors while keep an eye on other geo-effects,reduce geo-risks on the principle of rule-based cooperation,and achieve a co-ordination of multiple geo-factors from holistic perspectives.
