摘要
目的探讨湖北省独立血防机构建设与规范化管理问题。方法对湖北省29个独立血防所人员结构、人才引进、设备配备及实验室建设进行定量、定性比较分析。结果 29个独立血防所实际共有在职人数1 755人。其中专业技术人员1 428人,占在职人数的81.37%.具有高级职称技术人员60人,只占3.42%。人员年龄分布以35~45岁为主,为901人,占51.34%;这些血防机构人员学历明显偏低,本科及以上173人,只占9.85%。从事公卫年限在10年以上的人员超过了60%。在编部分专业人员转为了行政工勤人员,行政工勤人员所占比例在年龄,文化程度,职称、从事公卫年限与专业人员比较均有统计学差异(P〈0.01)。近5年来独立血防所在主要设备上配备覆盖率较低,实验室建设发展缓慢。结论借助于政府提供的各项制度,加快独立血防所改革,以期达到公共卫生服务工作能力的基本要求。
Objective To discuss capacity building and standardized management of the independent institutes forSchistosomiasis control and prevention in Hubei Province.MethodsThe personnel structure, introduction of talent,equipment and laboratory construction in the 29 independent institutes for Schistosomiasis control were comparativeanalyzed quantitatively and qualitatively in the paper.ResultsThere are 1755 people on the job in the 29 institutes and1428 of them are professional and technical personnel, accounting for 81.37%, including 60 people with senior titles(3.42%,60/1428). The age distribution of the personnel was 35 to 45 years old, 901 people, accounting for 51.34%; Theeducation level of those people is obviously on the low side, and only 173 of them with the bachelor degree or above,accounted for 9.85%.Over 60% of them have worked on public health for more than 10 years. Some professionals changedtheir work for administration. There are statistical differences(P〈0.01) in age, education level, professional title and yearsof engaged in public health between professionals and administrators. In the past 5 years, the coverage rate of keyequipment is low and the laboratory construction developed slowly.ConclusionIt is necessary to use the system thatgovernment provided to accelerate reform of the Independent Institutes for schistosomiasis control and to achieve the basiccapability requirements of the public health service.
