摘要
尊重学术期刊发展生态规律的评价体系,应当具备如下特点:内容评价而不是形式评价;非功利性评价而不是功利性评价;非可操纵性评价而不是可操纵性评价。只有通过发扬学术民主,以读者为主体所进行的评价,才是基于内容的、超越功利的、不可被操纵的评价方式。在当下量化评价体系强行介入学术与学术期刊评价,严重破坏学术生态,污染从业者学术良心的不良生态环境下,高校学术期刊界、社会科学院系统学术期刊界、党校系统学术期刊界三者之间亟需加强呼应与联动。在此基础上,最终形成一个以三大学术期刊系统为基础架构的学术期刊联合体或自治组织,统一思路,统一行动,协同进退,共同抵御行政性量化评价体系对于学术期刊的"格式化"侵扰与阉割,切断行政性量化评价体系与学术期刊界的"外溢性"权力联系,恢复学术期刊的独立性、主体性和学术尊严,还学术期刊界一片净土,让学术期刊回归学术、回归本真、回归"自然",为学术期刊评价的民主化扫清外部障碍。此一思路或动议倘若得以实施,不仅是对满目疮痍、伤痕累累的学术期刊界的自我救赎,更会是学术期刊界对于中国人文社科学术的拯救性贡献,必将在中国人文社科学术史上留下其深刻而不可磨灭的印痕。
The evaluation system which will respect the ecological laws of the academic journals,should have the following characteristics: evaluation of the content rather than evaluation of the form,evaluation without utilitarian goal rather than evaluation for the utilitarian goal,evaluation without personal manipulation rather than manipulated evaluation. To get the evaluation with the above characteristics,we need to develop the academic democracy and let the readers act as the main subject of evaluation. At present,the quantitative evaluation system has bad effect on the evaluation of academic journals,has seriously damaged the academic ecology,polluted the practitioners' academic conscience. Thus,it is urgent that the academic periodicals in colleges and universities,the academic periodicals in the academies of social sciences,and the academic periodicals in the Party schools should strengthen the echoes and linkage with each other. Eventually,there will be an autonomous organization of academic journals,which is based on the three systems of academic journals. The academic journals of these three systems will be unified in the thinking and actions,and the autonomous organization will prevent the invasion and destruction from the'format'of the administrative quantitative evaluation system,cut off the'Spilled'power connection between the administrative quantitative evaluation system and the academic journals,resume the independence,subjectivity and academic dignity of the academic journals,clear the external obstacles for the democratization of the academic journals. If this idea or motion is carried out,it will not only be the self salvation of the scarred academic journals circle,but also be the contribution for saving the Chinese humanities and social sciences. This action will leave its profound and indelible imprint in the academic history of Chinese humanities and social sciences.
