摘要
船员职业良好发展对"一带一路"战略实施及海洋强国建设起到不可忽视的作用。然而,我国船员在发展过程中面临着高素质船员缺乏、船员职业吸引力下降等突出问题。为解决上述问题,文章拟定了"建设船员强国,构建船员发展新常态"的中国船员发展战略规划中长期总目标,提出了7个可以较好反映战略规划实施情况的指标。然后,从"船员队伍建设、市场体制机制建设、市场开放与公共服务建设、市场法规和监管体系建设"这四个方面分析了中国船员发展战略主要内容。最后,从战略规划实施方式和搭建船员人才集聚与配置平台两个方面对船员发展规划实施构想进行探索。
The crew play an essential role in the implementation of The Belt and Road Initiatives and the construction of the Marine Power. However,the crew of our country are facing the problems such as the lack of high-quality crew and career attractiveness during the development. To solve these problems,this paper developed "the construction of enforcing the country by the crew,and building the new normal state of crew development " as the mid-and-long term goal of "the Crew Development Strategic Plan of China ". It proposed seven indicators which may well reflect the implementation of the strategic plan. Then,the paper analyzes the main content of"the Crew Development Strategic Plan of China" from four aspects,which are the " the crew team building","the construction of market system and mechanism","the market liberalization and public service building ",and "the market regulation and supervision system". Finally,the paper explores the idea of the implementation of the crew development plan from two aspects that the way of development plan and building the platform of aggregation and allocation of crew talent.
