摘要
党的十八届三中全会在理论上的一个重大突破和创新,就是提出使市场在资源配置中起决定性作用。现代市场经济理论的发展都是围绕着市场与政府的关系展开的,中国的经济体制改革也有一个对市场作用逐步认识的过程。从"辅助性作用"或者"补充性作用",到"基础性作用",再到现在的"决定性作用",是对现代市场经济规律的逐步认识和把握,也是对发展社会主义市场经济实践经验的不断总结和升华,既有其逻辑的必然性,又有其历史的必然性。市场决定作用既包含市场对经济活动全过程、经济运行模式以及价格形成具有决定意义,也包含市场是经济发展的主要动力源。市场决定作用的充分发挥是需要实现条件的,主要是坚持和完善社会主义基本经济制度、构建完备的现代市场体系和法治体系、要加快政府职能的转变、建立健全现代企业制度等方面。
A major breakthrough in theory in the Party’s Third Plenary Session of 18th Central Committee is to propose the market’s decisive role in the allocation of resources.The development of modern market economy theory revolves the relation-ship between market and government,and Chinese economic reform also has a gradual understanding process of the roles of the market.The understanding of the rules of modern market economy from the“auxiliary role”or“complementary role”to“basic role”,and then to the “decisive role”is a gradual procedure,as well as the summary and sublimation of the practice of socialist market economy experience,which has its logical necessity and historical inevitability.The market’s decisive role includes not only market’s decisive significance to the whole process of economic activities,the economic operation mode and price forma-tion,but also the main source of economic development.The full-play of the market’s decisive role needs implementation con-ditions.They are mainly to uphold and improve the basic economic system of socialism,to construct a modern market system and legal system,to speed up the transformation of government functions,to establish and improve the modern enterprise sys-tem,etc.
