摘要
通过深入江西省安义县实地调研,以深度访谈和农户普查的形式,走访了县管理部门、2个乡镇3个村庄152户农户,总结分析了当前安义县农村土地流转模式:构建"一平台三体系"的农村土地流转交易市场、土地流转趋成片集中、创新经营模式;分析了土地流转过程中在流转机制的法律导向、运行监管机制、农户利益保障等方面存在的主要问题,最后就强化农户市场意识、严格监管、保障参与主体利益、增加农户非农就业机会等提出了加快农村土地流转的对策建议。
Through in-depth interviews and general survey, We carried out a field investigation on the county-level administra- tive departments, and 152 peasant households in 3 villages, 2 townships of Anyi county, Jiangxi province, and summarized and analyzed the current rural land transfer modes in Anyi county： the construction of ＂one platform and three system＂ rural land circulation trading market; the large-area concentration of transferred land; the innovation of business model. The author analyzed the main problems existing in the legal guidance of transfer mechanism, operational supervision mechanism, and farmer＇ s benefit safeguard in the course of rural land circulation, and finally proposed several countermeasures and suggestions for quickening the rural land circulation from the following aspects ： strengthening farmer＇ s market awareness, conducting strict supervision, guaranteeing the interests of participants, and increasing non-agricultural employment opportunities for farmers.
