摘要
近年来,移动通信事业快速发展,移动通信基站的建设频速、分布密度越来越高,由此引发的环保投诉纠纷也逐年剧增。通过对移动通信基站环境影响评价的公众参与探讨,分析总结实践中普遍存在的针对性不强、覆盖率不高、差异性不够和回顾性不足等问题,进而从完善参与方式、改进问卷调查、加强保障措施等方面给出合理建议。
In recent years, with the rapid development of mobile communication industry, the increasing construction speed of mobile communication base station as well as the higher distribution density gave rise to the increasing environmental complaints year by year. Based on the study on the public participation in the EIA of mobile communication base station, the following four disadvantages were summarized, such as the pertinence, the coverage, the differences and the retrospective review. Finally, some reasonable suggestions were proposed such as diversifying the participation style, improving the questionnaire surveys and strengthening the protection measures.
