摘要
随着4G网络建设的全面铺开,铁塔公司的成立和迅速发展,使得基站区域选址、共建共享得以实现。随着基站公共设施属性的凸显,管理部门已开始将基站布局建设纳入城市整体规划,因此,亟须针对区域基站规划开展专项规划环评。通过分析区域基站规划环评存在的执行率低下、行业导则缺失、评价方法不明确、介入时机不理想等多方面问题及成因,提出了完善法律法规、行业规范、专项导则的建议,在实现规划环评早期介入、全程参与的基础上,明确了三个阶段的工作重点。
With the 4G network construction in full swing,the establishment and rapid development of the China Tower made co-construction and sharing regional base station possible. Government departments have begun to categorize the layout of base stations into city planning due to their emerging attribute as public facilities. Therefore it is crucial to carry out specific environmental impact assessment( EIA) for the planning of regional base stations. This paper summarizes and analyzes the current issues and causes,such as low implementation efficiency,lack of industry guidelines,unclear assessment methods,and bad timing on intervention. This paper also proposes corresponding suggestions such as improving laws and regulations,industrial standards and specific guidelines,and defines key work content at three stages in order to achieve early intervention and full participation of planning environmental impact assessment.
