摘要
本文探讨了公众参与环境影响评价的理论基础,指出环境问题的外部不经济是其经济根源;市场和政府在环境保护方面的双重失灵是其经济动因;环境权理论的形成和发展则为其奠定了法律权利基础.
This theme expored the theoretical base for public participation in Environmental Impact Assessment, and pointed out that the economic source of environment problem is its outer - uneconomic facts in environment problem. The economic cause of this problem is that the government and market were out of order in environment protection . And the formation and development of the theory of environmental fights establish its rights base.
