摘要
随着反贫困斗争的不断深入,我国的扶贫工作重心已经从消除绝对贫困向消除相对贫困转变。异地搬迁扶贫与就地扶贫相比具有投入少、效益大、可持续的特点,在20世纪90代以后被作为我国专项扶贫的主要方式在全国各地推广和应用。新时期浙江省异地搬迁扶贫呈现出一些新的特点,主要表现为:以人口集聚加快城镇化进程、以劳动力转移就业促进工业化发展、以土地流转促进农业现代化、以异地转移促进生态建设。异地搬迁扶贫也面临着一些新的问题,如异地搬迁后农民转移就业形势不容乐观、异地搬迁推进难度加大、农户后续管理问题显现、搬迁农户的财产性权益未能得以有效实现等。面对这些新特点和新问题,应加强科学规划与对口培训、加大资金和政策扶持力度、创新社区管理、实行农村产权改革等以推进异地搬迁扶贫工作有效开展。
With the deepening of the struggle against poverty, the focus of China＇s poverty alleviation work has been changed from eliminating absolute poverty to eliminating relative poverty. Relocation of poverty alleviation has less investment, higher benefit, more sustainable than the local poverty alleviation, which has been widely promoted and applied in China from 1990s. After reviewing anti-poverty relocation research, the author analyzes new characters of anti-poverty relocation in Zhejiang Province, such as population gathering speeding up process of urbanization, labor employment promoting industrialization, land circulation improving modernization of agriculture, relocation boosting ecological construction. Then, the author claims that there are some urgent problems, that is, employment situation is not optimistic, relocation promotion becomes more difficulties, relocation farmers＇ follow-up management problems emerge, relocation farmers＇ property rights can＇t be effectively realized. Finally, the author proposes that we should plan scientifically, train relocation famers, increase financial and policy supporting, innovate community management and implement the rural property right reform.
