摘要
项目采购方式(PPR)是成功进行项目管理的基石,对业主和建设项目的成功都是关键因素,它确定了项目管理的基本路径和总体框架。BOT是一种全新的PPR和公共项目私人融资方式,它鼓励私人部门营建基础设施项目或政府公共项目,并以此为基础提供公共服务。本文介绍了国际上流行的项目采购方式及其演变;分析了BOT模式产生的背景和发展趋势及我国实施BOT项目的必要性和可行性;提出了推行新的PPR应采取的对策,以深化我国建筑市场改革和加速我国建筑业与国际接轨,缓解加入WTO对我国建筑业的压力。
Project procurement route (PPR) is the first stone for successful project management that is a key factor for both the clients and project success, because PPR determines the basic route and general framework of project management. BOT is a new PPR and private financing model for public works, which initiatives private sector to build and operate government public works by which public service is provided. This paper introduces popular PPR in the world and its evolution; analyses the background and development trend in BOT model and the necessity and feasitility for BOT projects in China; presents the polices for applying new PPRs in order to deepen the reform of Chinese construction market and speed up to adapt international practices in Chinese construction industry.
