摘要
利用《广东统计年鉴》中的转移性收入数据,从社会保障调节农村居民收入分配的效果、人均社会保障收入占人均纯收入的比重以及各收入户社会保障收入增速三个方面剖析了社会保障对农村居民收入分配差距的影响。研究发现,由于财政对社会保障的投入不足、社会保障制度覆盖面偏低和社会保障目标瞄准存在偏差等原因,社会保障进一步拉大了农村居民收入分配差距。政府应当采取一系列措施,从加大财政对社会保障的投入力度、提高社会保障制度覆盖面和改善社会保障目标瞄准机制等方面加以完善,以逐步缩小农村居民收入分配差距,促进社会的公平与正义。
Using the transfer income data of Guangdong Statistical Yearbook,the paper investigates the social security＇s impact on the income distribution gap among rural residents from the three aspects,including the regulating effect of social security on the income distribution among rural residents,the proportion of social security income in per capita net incomes and the growth of every household＇s social security incomes.It finds that because of the lack of fiscal spending on social security,the social security＇s coverage is low and its target is deviating,resulting in the fact that social security further widens rural residents＇ income distribution gap. The government should take a series of appropriate measures,such as increasing financial investment on social security,widening the coverage of social security and improving the targeting mechanism of social security,etc.,to narrow rural residents＇ income distribution gap gradually,and promote social fairness and justice.
