摘要
当今我国社会处在结构转型和风险并存的时期,社会治理的重要性正在变得越来越清楚,社会公共安全与公平及全社会成员在公共生活领域中"向心力"凸显出更加重要的位置。社会公共危机中的损失绝不能仅以物质损失衡量其权重,还要重视精神损失与制度损失,要全面完善损失补偿机制,通过实际操作进一步优化现有危机管理机制,提升危机管理补偿意识。试从公共危机的宏观层面入手,审视公共危机补偿过程、现实困境、多元因素的关系及影响,从四个方面对公共危机损失补偿提出有效路径。
Since our society has been in the period of restructuring, and the importance of social governance is becoming in-creasingly clear.Social public safety, justice and the “centripetal force” for all members are more important in the areas of public life.The cost of public crisis is not weighed by its material losses.Improving the loss compensation mechanism , optimizing the ex-isting crisis management mechanism and enhancing the sense of crisis compensation are something need to do Public crisis may cause greater loss and social inequity and social inefficiency, but social injustice can lead to social and public crisis one step fur-ther, which gradually formed a cyclical phenomenon.The paper examines the allocation of right body in the public crisis compensa-tion process, the dilemma and influence and relations of multiple factors.
