摘要
文章从公共危机的宏观层面入手,审视了公共危机补偿过程、现实困境、多元因素的关系及影响;阐释了当前建构公共危机补偿机制的目标和原则,运用归纳总结方法对公共危机损失作了理论性辨析。公共危机管理损失补偿体现了社会治理与善治的新视角,因此,要从根本上完善补偿机制,公平有效地完成资源的重新配置,即补偿公共危机中的物质损失;逐步淡化社会成员社会阶层意识,降低社会心理差距,强化弱势群体和社会边缘人群对于利益损失的合理诉求机制。
Through macro- level of public crisis,this dissertation examines the allocation of right body in the public crisis compensation process,dilemma and influence and relations of multiple factors; illustrating the construction of public crisis compensation mechanism＇s objectives and principles; summarizing theoretical methods discrimination for public crisis loss. Compensation for loss of public crisis management reflects the new perspective of social governance and good governance. Therefore,to fundamentally improve the compensation mechanism. Firstly,stabilizing the social emotion and awareness from the public policy and political stability; Improving relevant policies and laws and regulations; Secondly,reconfiguring resources fairly and completing effectively,namely compensating material losses of public crisis; Thirdly,diluting the awareness of social class of the social members gradually; reducing the social and psychological gap. Strengthening disadvantaged and marginalized populations of reasonable demands for loss of profits mechanisms. Forth,supplying and improving the country＇s public crisis management compensation mechanism combined management experience in developed countries. On the one hand,the public crisis of compensation is a necessary means of social governance process. On the other hand,the public crisis of compensation is a process of a better compensation for the fair society.
