摘要
政府是一个国家最重要的构成因素,它在社会中扮演的角色是通过政府职能体现出来的。政府是社会中的组织,和其他社会组织一样,源于社会的需求,承担着满足社会各种各样需求的任务,同时国家意志的执行需要通过政府履行其职能来实现。政府基本职能在社会管理中体现出阶级性和公共性两重属性,这两重属性的过渡形式及当代中国政府向效率兼公平的公共服务型政府转型,是中国政府职能的发展趋势。
The government is one of the most important factors of a country, which presents its social roles through its functions. The government is a social group. Just like other social groups, the government is set up according to the need of the society, and undertakes the task to meet various social demands. In the meanwhile, with the government fulfilling its functions, the country will can be carried out. During the course of social management, the government＇s functions present two natures, class nature and public nature. The transition of the two items, together with the transformation of contemporary Chinese government to be a public service-oriented government which is focused on both efficiency and justice, will be the tendency of Chinese government＇ s functions.
