摘要
目的探讨灾害脆弱性研究(hazard vulnerability analysisi,HVA)在医院应急管理中的应用。方法建立评估团队,选取调查对象、危害种类及其来源,对风险进行评估打分并计算相对风险值。结果医院面临危险事件的前5位风险排序依次为医疗风险差错事故(36.09%)、医院突发公共卫生事件(32.66%)、火灾(31.36%)、破坏性地震(31.27%)、信息系统瘫痪(31.11%)。结论 HVA对找出潜在危害、完善预案、提高应急管理能力有重要作用。
Objective To explore the application of the disaster vulnerability research in hospital emergency management. Methods To set up an appriasal team which would choose the respondents, the hazard types and sources to perform the risk assessment and calculatethe relative risk value. Results The top five risks in hospital are the medical errors accident risk （ 36. 09 %）, the public health emergencies （ 32. 66 %）, the fire （ 31. 36 %）, the destructive earthquakes （31. 27%） and the information systems paralysis （31. 11%）. The targeted revision contingency plans were proposed. Conclusion The HVA is an important factor for finding the potential hazards, improving the programand and increasing the emergency management capability.
