摘要
为真实、客观地评价农业科技服务项目,采用动态全程跟踪评价体系,通过构建区域需求、科技创新、成果转化、服务质量4大科技服务理论,研究了江苏省农业科技自主创新资金模式创新项目的运行实效。结果表明,项目实施过程中存在的指标显示度低、组织化程度低、创新性低等问题严重影响了模式创新的总体效果。彰显农业科技服务特色,确保项目实施成效的关键是:完善项目前期评审、中期评估、后期绩效评价;围绕成果培育,进行资源整合,科学设立科技服务项目;设立高效性、实用性、带动性强的项目考核指标;创新农业科技服务项目运行管理机制,优化对策建议。
The implementation effectiveness of mode innovation projects of funds for independent innovation of agri-cultural science and technology in Jiangsu province were assessed by using dynamic tracking evaluation system and con-structing service theory of regional demand, technological innovation, achievement transformation and service quality. The low levels of index representability, organizationalization, and innovation seriouly affected the implementation. Therefore, such suggestions were proposed as improving pre-evaluation, middle evaluation, post-evaluation, integrating resources and establishing the index system for the efficient assessment of projects.
