摘要
科技项目特指我国科技创新管理中一个层次的科技活动。科技项目绩效评价是从财政支出的角度对科技项目开展的评估和评价活动,它区别于科技部门开展的自我评估和评价。开展科技项目绩效评价,需要首先树立绩效管理的理念,在整个项目实施过程中,牢牢把握项目绩效实现这一核心原则。科技项目绩效目标的设定,应该服务于科技计划绩效目标的实现,最终服务于国家中长期科技发展规划目标的实现,服务于公共绩效目标的实现。
In this paper, we believe that R＆D project is a specific intervention within the national science and innovation activities. The R＆D project performance evaluation is carried from the public spending perspectives, but different from the project self evaluation conducted by the science and technology authorities themselves. The first priority of the R＆D project performance evaluation is to establish the concept of the performance management, and concentrate on the ＂ performance ＂ in the whole process of the project im- plementation. The objectives of R＆D project should serve the complementation of the program＇s objectives, the realization of the national medium and long term science and technology goals, and eventually contribute to public performance goals.
