摘要
随着农业发展的变化 ,农村多余劳动力到哪里去 ,如何增加农民收入 ,已成为解决农业和农民问题的关键。本文遵循城乡一体化思想 ,从短期和长远的观点出发 ,对此提出了应当综合采取的重点措施是 :提高大中小城市吸纳农村富余劳动力的能力 ;挖掘农业内部的就业潜力 ;发展乡镇企业以增加农民分享产后加工和销售环节的利润 ;加速培育农民经济组织以提高农村的组织化程度 ;加大科技成果推广的速度和规模 ;通过教育培训提高农民就业增收的素质 ;加强基层组织建设以增强基层干部带领农民致富的意识和能力。
With the new changes of agricultural development in our country,where the surplus labor forces in countryside go and how to increase farmers' income are both becoming the focal points of the problem about agriculture and farmers.From viewpoints of a short-term and long-term,the article takes countryside town and city as a whole,and gives the overall suggestions to solve the problem of how to increase farmers' income.The main measures should be taken in order to raise farmers' income are:absorbing more surplus labor forces from countryside in city,developing the internal employment potential,developing township enterprises in order to share the profits of processing and selling by farmers, accelerating the popularization of the achievements in agricultural scientific research;raising farmers' scientific and cultural level throught educational training,and so on.
