摘要
官本位就是社会主体思潮以官为本 ,官员处于社会的中心 ,当官成为人们追求的目标和价值首选。高校官本位行为意识集中表现在高校党政管理工作、教学科研管理工作、学者评价与学术认定工作、利益分配及干部任用制度等多个方面。官本位导致高校价值观念和价值取向发生偏离 ,降低了高校党组织和干部的威信 ,影响和冲击高校教学、科研活动 ,使学人浮躁和学术异化 ,造成教师群体士气的低落和学术人才的流失 ,也弱化了高校的文明辐射功能。为此 ,高校要遵循高等教育发展规律 ,深化高校体制改革 ,科学地管理和使用干部 ,并逐步建立人尽其能的人才工作运行机制和宽松的学术环境 ,从而摒弃官本位 。
Official standard stands for that in the social main body trend of thought, government official is considered as the foundation, being the government official becomes the purpose and the value man seeks. The consciousness of official standard action centrally displays itself in many respects in colleges and universities, such as in: the Party and politics management works; teaching and science research management works; scholar and academic approaching works; interests allocation works and cadres appointment works, etc. Government official standard results in the departure of the value idea of colleges and universities from the correct direction, lowers the popular trust of the Party and cadres of colleges and universities; affects and impacts the teaching and science researching actions of colleges and universities; makes the learned impetuous and the learning catabolized , which makes man's morale depressed and the talent run off, still, weakens the radiation function of the culture of colleges and universities. So, colleges and universities must follow the developing rule of higher education, deepen the reform of system, scientifically manage and use cadres and gradually set up the operation mechanism for putting the people power to full use and broad learning environment, so as to give away the official standard, firmly establish the correct value look and value direction there.
