摘要
区域经济发展不平衡是一个带有普遍性的现象,世界各国尤其是大国都非常重视对落后地区的开发,其经验对当前我国的西部开发具有重要借鉴价值。从国外开发落后地区经验的基础上,加快我国西部开发必须实行法制化管理,必须加大科技投入,必须实行积极的经济政策,必须大力调整产业结构,实现开发与保护的统一和协调。
The imbalance in the development of regional economy is a widespread phenomenon. All the countries in the world , especially the big countries attach great importance to the opening - up of backward regions, and we can draw on their experience for the development of our western regions at present. Using the foreign experience in the development of backward regions for our reference, we should implement legal administration, increase the investment in science and technology, carry out positive economic policies and adjust in the earnest the industrial structure to achieve the unity and coordination of development and protection.
