在社会主义市场经济条件下 ,现代生态经济发展普遍存在明显的外部性。因此需要实施更多更积极的政府行为 ,诸如采取直接行动、提供经济激励政策和实施框架限制等 。
Under the conditions of a socialist market economy,modern ecological economic development is most commonly existent as a clear external Thus the implementation of more positive government action is necessary,such as adoption of policy of direct action and which provides economic encouragement,along side implementing a strict framework,guaranteeing the healthy development of modern ecological economics
