摘要
本文剖析了“863计划”专家委员会管理体制的优缺点,认为这种体制适合中国的国情,总思路对头,但是存在一些漏洞和问题,文章提出相应解决办法和设想,有一定借鉴意义.
This paper analyse the strong points and some shortcomings of the experts committee manage system in '863' program. Consider the system as suitable under the condition of China. Neverthless there are some problems need to be resolved. The author gives a design and way to work on these problems.
