较全面地阐明了中国近海污染的特点，分析了污染的原因．在此基础上，提出了近海环境保护的具体措施。
The paper illustrates the present pollution characteristics on our offing from all aspects and analyses the rea-son of the pollution ,on the base of it ,then puts forward some measures on the environment protection in our offings.
