摘要
中国在加入ＷＴＯ后，现行的缺乏“弹性”的汇率制度将无法再起到宏观经济“稳定器”的作用，对经济的发展十分不利。刚刚经历过东南亚金融危机的人民币在一片“贬值”的呼声中已经很脆弱，为保证现阶段人民币汇率的稳定，不宜马上就采取“浮动性”过强的汇率制度，因此应采取“盯住一篮子货币制”作为一个过渡性的汇率制度。
The inelastic system of exchange rate will not play the role of stabilizer of the macro economy any more,it will be harmful to the development after China enters into WTO.But the RMB which was expected to be devalued in the North-South Asia Financial Crisis is hard to keep stable now, so we should not turn our exchange rate system into a high floating,an d the 'Pegging Basket Currency System＂is a good choice as an interim system.
