摘要
20 0 3年 9月初美国财政部长斯诺访华 ,使得人民币汇率的变化趋势与中国汇率制度的改革方向再次成为学术界关注的焦点。本文从现行人民币汇率制度的内在缺陷分析入手 ,通过比较研究 ,对“两级制”在中国的适用性提出了质疑 ,并对建立人民币汇率目标区进行了可行性论证。在此基础上 ,提出了建立人民币汇率目标区的基本思路 ,并对新的人民币汇率体制下相应的配套改革及中央银行应发挥的作用提出政策建议。
Since US Finance Minister John W·Snow visited China in the early September 2003, the academe focuses again on the tendency of RMB exchange rate's change and the reform of RMB exchange rate system. This paper sets about from the analysis of the internal defect existing in the RMB exchange rate system, comparing with the application of 'two poles', points out the unfeasibility of 'two poles' in china and has carried out the feasible research for establishing target zones. Based on the above research, this paper finally puts forward the scheme of establishing target zones and, under this new system, gives the policy suggestion of the relative reforms and the role of the central bank.
