摘要
本文首先分析了人才在实施科教兴国战略中的作用和人才资源合理配置的意义 ,接着具体分析了人才资源的市场配置效率以及在我国市场经济体制不完善条件下由市场配置人才资源所存在的种种弊端 。
In this article,firstly,both the role of staff in realizing the strategy and significance of rational staff distribution are analysed Secondly,it explains in detail the efficiency of staff distribution in market and the various shortcomings resulting from staff distribution by market under the conditions where the economic system in our country is not complete Finally,it discusses the efficient tactics,which should be adopted for the rational staff distribution in realizing the strategy of flourishing our country by science and education
