摘要
创新能力是衡量一个国家或地区医药产业发展水平的重要参考指标,药品专利保护是医药产业创新能力的基础制度和重要保障。以1998年至2010年的中国数据为样本,采用灰色关联法对药品专利保护与医药产业创新能力之间的关联度进行定量分析。结果表明,药品专利保护对创新投入能力、创新产出能力和创新管理能力的影响都比较显著。基于此,提出培养具有专利意识的创新人才队伍、完善药品专利保护制度和构建药品专利利益平衡机制的政策建议。
The innovation capacity is a necessary index to measure the level of development of dtic pharmaceutical industry in a country or region. And the patent protection for pharmaceuticals is the basic system and important guarantee for the innovation capacity. The data in China from 1998 to 2010 was taken as a sample to make a quantitative analysis on the pharmaceutical patent protection and innovation capacity of pharmaceutical industry with the method of grey correlation. The outcome showed that patent protection for pharmaceuticals had a significant effect on the capacities of R＆D input/output and innovation management. Based on the outcome, the policy recommendations are put forward to cultivate innovative talents with patent awareness, improve patent protection system for pharmaceuticals and build mechanisms to balance the interests involved in pharmaceutical patents.
