摘要
自2003年东北地区老工业基地振兴战略实施以来,东北地区进入经济、社会、资源环境和体制机制全面转型期。建立了东北地区可持续发展能力评价指标体系,运用熵技术支持下的层次分析法构建可持续发展综合测度模型,从经济、社会、资源环境等方面测度东北地区可持续发展态势。评价结果显示:①自东北振兴战略实施以来,东北地区可持续发展水平逐渐提升;②经济、社会可持续发展态势上升显著,资源环境可持续发展保持相对稳定态势,但波动较大,资源环境并未得到根本好转。因此,从制度建设、区域协作、循环经济、结构调整等方面提出东北地区经济—社会—资源环境可持续发展对策。
With the implementation of the strategy of revitalizing Northeast China and other old industrial basis since 2003, Northeast China stepped into a comprehensive transition period of the economy, society, resources and environment, and institutional mechanisms. And it was of great significance to ensure the economic and ecological security with the sustainable development of Northeast China. An indicator system of sustainable de- velopment was constructed to measure sustainable development trend from the economy, society, resources and environment with an AHP model re- formed by entropy technology. The results showed that, since the implementation of the strategy of revitalizing Northeast China, the level of sustainable development was gradually increased, and the economic and social sustainable development trend rose significantly, while the resource - environmental sustainable development fluctuated obviously. Thus, this paper proposed the sustainable development countermeasures based on the institutional build- ing, regional cooperation, recycling economy, and structural adjustment.
